Can an accused person be discharged by the court at the time of arguments on charge ?

if it is established before the court that there is not sufficient ground for proceeding against the accused.yes, but the counsel for the accused must be able to satisfy the court that no case is made out against him.

yes, under section 277 Crpc, the court may discharge an accused person.
